“What is Impossible to Speak about...” Phenomenon of “Unutterable Demands” and Social Risks in Modern Society

Considered in the article is the political situation in conflict, when demands of the masses are not reflected in the consciousness to the extent that they could not be expressed – because of vetoes put within the framework of the political culture. The problem of social risks is analyzed – of social risks due to similar situations.
