Particularities of the Formation and of the Functioning of “Electronic Democracy” Sites

It is the theoretical model of the functioning of “electronic democracy” public sites that is considered in the article. Under the conditions of the crisis of traditional forms of civil democratic participation in local communities’ affairs, the transfer of political communication into the telecommunication nets allows to make active the resources not stirred up hitherto. As a result, the contradiction between the formally announced universality of democratic rights, on the one hand, and the non-universal opportunities of effective use of these rights – on the other, is smoothed over.
