Regional Public Policy in Russia: Types, Subjects, Institutions and Modern Challenges


The new instrument for studying regional public policy, aimed at measuring both the efficiency of the subjects of the public sphere and the maturity of public policy institutions, was applied in more than 20 regions in the framework of a large-scale project of 2009. From 2 to 4 regions of every of all federal districts were involved in the study. Near 4000 respondents representing: (1) regional small and medium business companies, (2) non-commercial organizations and (3) governmental structures - were interviewed during 2009 to 2010. The present article shows findings of this study. Five types of the regional public policy samples were revealed. This typology is described as a whole and, besides, examples of each type are given. Presented in the article are also 554 interregional comparisons of the public policy estimates expressed separately by each of the three groups of respondents. The estimates by businessmen, in particular, proved clearly much lower than those made by representatives of governmental structures.
