Civil Society as Agent of Public Policy


The article contains analysis of the place and role of civil society institutions in public policy, as well as their relations with other agents displaying themselves within this field. Special attention is given to such of the latest tendencies in the sphere of interaction between civil society, the state, and business, as genesis of a system of new social partnership and of the practice of corporate citizenship, and to prospects of their development in Russia. The author demonstrates that in the way of our country's advancement in this direction, there are not just the immaturity of civil society and the weakness of Russian business, but the position of the state. According to the author's conclusion, the system of interaction of society, of business and of the state, forming in Russia, require cardinal reorganization. In order that it could efficiently function, the vector itself of its development must be changed.
