Internationalization: a Challenge and a Fair Chance for a Provincial Higher Educational Institution

The author raises practical problems of modernizing Russia’s provincial higher educational institutions through their active inclusion into international educational milieu. New role of higher educational institutions in post-socialist society is discussed. The rating system as an instrument for the estimation of higher education quality is considered. Foreign experience is characterized, of modernizing higher school, of its reorganization on the principles of enterprise. Basic lines are briefly projected, of the internationalization of the educational process in Russian provincial higher educational institutions, at its initial stage.
