Voting “Against All”: Motives and Tendencies
With relevant data of the past decade investigated, the author analyzes so specific an element of the Russian electoral system, as voting “against all”. As is demonstrated in the article, percentage of such voting is greatly dependent on the kind of elections and on the region examined. Moreover, the higher the level of elections, the lower percentage of protest voting, the author states. Furthermore, the reasons of voting “against all” are analyzed, its dynamics traced, its influence on the elections’ outcome cleared up. It is proposed to change the existing electoral norm to exclude anomalies tending to occur as long as it remains in force.
