The Network Approach to Policy Making and Governance
The author discusses theoretical and methodological problems of a new school in the research of political processes and state governance. In the framework of this new school, the research is centered upon the notion of “policy network”. The article elucidates, one by one, such aspects of the theme as: pluralism; corporation and policy networks; general methodological orientations of the policy network conception; the notion itself of “policy network”; varieties of policy networks; the notion of “governance” within the conception discussed. The latter, in the author’s opinion, aptly designs models of public governance, of interaction between modern state and civil society, which are alternative to market and hierarchy.
