Two-Chamber Parliaments: the European and Our Country’s Experience
It is just the first of the two parts of the article that is published in this issue and it deals with the topical questions of the origins and role of bicameralism, of its theoretical substantiation, and of the order in which second chambers are formed; these questions are analyzed by historical and comparative methods. In the author’s opinion, one may, on an all-European scale, to point to an uninterrupted parliamentary tradition that dates back to the Middle Ages and that has survived absolutism.
