German Federalism: History, Present Condition, Potential of Reforming


The author, a specialist in the federative relations theoretical and political matters, as well as in regionalist studies, presents detailed and well-founded analysis of history and modern condition of German federalism. Although federalism in Germany as it exists today is the result of the allies’ purposeful activity (in which one can find analogies with the construction of federative relations in Russia), the author stresses the great, if not decisive importance of the “ground” on which federalism is “planted”. In Germany, age-old traditions of regionalism allowed federative institutions to take root and start working.
