Conflict Management in the Near Abroad (To Elaboration of Russia's Strategy)
The author proceeds from the proposition that Russia has sufficient advantages allowing her essential influence on the state of things within the post-Soviet expanse. Defending national minorities’ rights should, in his opinion, become one of the main lines of Russia’s conflict management strategy within the said expanse. The author stresses, moreover, the possibilities of «functional federalism», the importance of the European Union’s experience. It is argued in the article that in each particular case, a particular approach, with specific strategy and tactics of cooperation in conflict management, should be worked out.
